Managing growth in emerging zones

In 2020 I asked the organisation to undertake a major review of council’s planning scheme.  

This review has achieved great outcomes for the community, however some of the reforms are too large to be included in an amendment to an existing planning scheme.  

Last week at a special council meeting we endorsed significant policy positions to shape the future growth of the City of Logan.  

The proposed changes will inform council’s Logan Plan 2025, which will guide the city’s growth to help deliver well-designed, liveable neighbourhoods and opportunities for future investment and jobs across a rapidly growing city. 

With a population of more than 348,000 people that is expected to grow to more than 530,000 by 2036, we want to ensure our neighbourhoods are well-planned and better connected, especially in our emerging communities.  

We want to better manage growth in emerging community zones to support the sustainable delivery of infrastructure and improve certainty for all stakeholders. 

Quite simply – we do not want development occurring in our emerging community zones without the infrastructure and planning in place to service this rapid growth. 

Isolated and competing development fronts are occurring without the benefit of detailed infrastructure planning. This becomes a major financial burden for council. 

Piecemeal infrastructure delivery and developer driven infrastructure diverts council’s budget from planned infrastructure and any additional funding for the infrastructure must be provided by council. 

Within existing emerging community zones, specific provisions will be introduced to help manage the sequencing and delivery of critical infrastructure. 

Another priority in the Logan Plan 2025 is protecting our low-density residential land. We want to encourage higher density in the right locations close to public transport and centres. We are proposing to refine our approach this, while ensuring that our low-density suburbs are kept for houses surrounded by green space. 

Council is committed to ensuring that Logan remains an attractive place for residents and businesses to grow and establish.
