Call for big ideas to redevelop 40ha of council land

Investors are being asked to submit big, innovative ideas to redevelop almost 40ha of council-owned land across Logan.

That’s roughly the equivalent of 20 Melbourne Cricket Ground-sized fields, including a former Slacks Creek landfill and riverfront land at Loganholme.

Logan City Council has called for expressions of interest for the 8ha Cronulla Park site at Slacks Creek adjoining the PCYC Logan and six lots covering a combined 31.8ha along the Pacific Motorway at Loganholme.

Mayor Jon Raven said the council wanted investors to bring forward new ideas.

“This is a unique opportunity to be part of something special as the City of Logan writes its next exciting chapter,” Cr Raven said.

“We are reimagining what tourism looks like in a fast-growing and diverse city.

“We want investors to think big, be innovative and bring us great ideas.”

The council’s expressions of interest invitation describes Cronulla Park as a “catalyst project that invites imagination”, and says it welcomes a broad range of concepts delivering community benefit, activation, economic uplift and long-term sustainability.

“The site is highly visible and valued by the community and council seeks proponents who can demonstrate strong stakeholder engagement capability and a commitment to community benefit,” the document says.

The council is also open to long-term leases, joint ventures, staged investment, outright purchase or hybrid development models.

Cronulla Park operated as a municipal landfill from 1973 to 1983 and is listed on the State Government Contaminated Land Register.

Council documents say proponents would need to consider gas management, capping integrity, earthworks limitations, surface water controls, vegetation constraints and the suitability of construction across the site.

Any future development would remain subject to the development approval process.

The site has previously been considered for a greyhound-racing track and AFL fields.

PCYC Logan opened at Cronulla Park in 2021, while two proposed AFL fields were later pursued elsewhere in Logan.

The council is also seeking proposals for six lots at 4144–4166 Pacific Highway, Loganholme, following a realignment of the proposed Coomera Connector.

The site was home to an antiques centre for many years before being earmarked for a wave park in 2018.

The council says tourism and recreation are its preferred outcomes for the Loganholme site, although it remains open to alternative uses that align with its strategic objectives.

“The vision for the Loganholme Tourism Precinct is to establish a vibrant, resilient and environmentally responsible river-oriented destination,” the EOI says.

The document says proposals could include recreation, wellbeing and outdoor experiences, while the council wants a commercially viable destination capable of attracting sustained visitation, spending and activity.

The council also wants proposals to engage with the Logan River while responding to flooding, ecological values and other site constraints.

Potential uses identified in the EOI include tourism, recreation, commercial activity and other mixed uses.

Parts of the precinct are affected by riverine flooding and contain riparian vegetation and habitat values.

A 2.11-hectare lot containing Gambaro Park must remain fully accessible and be used as community public space, and would only be considered under a leasing arrangement.

Any proposal would remain subject to relevant development approvals and would need to account for the site’s environmental and flooding constraints.

Expressions of interest close at 4pm on Friday 16 October.
